Permits & When to Call a Pro

The biggest risk in DIY electrical work usually isn't the wiring itself — it's not knowing when a project has crossed the line into "this needs a permit" or "this needs a licensed electrician." Here's how to tell.

Who regulates what in Ontario

In Ontario, the Electrical Safety Authority (ESA) administers permits and inspections for electrical work under the Ontario Electrical Code. Most electrical permits are pulled by the Licensed Electrical Contractor (LEC) doing the work, though homeowners can pull their own permit for work on their own single-family home in many cases — with the understanding that the work still needs to pass ESA inspection.

Work that typically does NOT require a permit

Like-for-like replacement of a receptacle, switch, or light fixture on existing wiring
Replacing a circuit breaker with the same type and rating
Installing a plug-in appliance (no new wiring involved)
Cosmetic work — cover plates, light bulbs, lamp cords

Work that typically DOES require a permit

Adding a new circuit or new wiring of any kind (new outlet, new lighting run, new switch loop)
Installing or upgrading an electrical panel or service
Installing an EV charger, hot tub, or other dedicated high-draw circuit
Basement, kitchen, or bathroom renovations involving any wiring changes
Installing or altering interconnected smoke/CO alarm wiring
Any generator or transfer switch installation
Solar PV or battery backup system installation

The permit process, in short

Apply for a permit with the ESA before work begins — either yourself (owner-pulled) or through your LEC.
Complete the work to Ontario Electrical Code standards.
Book an inspection. An ESA inspector reviews the work, sometimes with wiring left exposed for review before it's closed up.
Receive your Certificate of Inspection once it passes — keep this for your records and for resale.

Why skipping a permit is a bigger risk than it looks

Home insurance: unpermitted electrical work can be grounds for a denied claim after a fire or electrical incident, even years later
Resale: home inspectors and buyers' lawyers routinely flag unpermitted electrical work, which can delay or derail a sale
Safety: the inspection step exists specifically to catch mistakes before they're hidden behind drywall

Red flags: stop and call a licensed electrician

Aluminum branch wiring · scorch marks, melted insulation, or a burning smell · a warm or buzzing panel · double-tapped breakers (two wires under one breaker terminal) · missing or damaged ground wiring · knob-and-tube wiring · any wiring you can't positively identify. These are all situations where the cost of getting it wrong outweighs any savings from doing it yourself.
